How do I model overlapping bends in horizontal and vertical plane,
without getting an overlap error?

You cannot model overlapping bends, nor in practice, nor in Ple4Win. Whether the bends are in the horizontal and vertical plane does not matter. You will have to decrease the bend radius of one or both bends (see bottom left) or move one or both bends (see bottom right).
