I thought the 'UNAVAILABLE' texts were fixed in one of the previous releases of Ple4Win:

"Unavailable" is still used for input tables that are unavailable.

In your example, the SIGEPS table is unavailable because the M-module (non-linear material) is missing from the Ple4Win license.
The WELD table always has been a strange, odd table that couldn't be used by almost all users. Its functionality was also limited and now is superfluous in most cases. So we decided to "retire" this table in phases, the first step being making it unavailable.
